A phone under 15k for content creation.

Soo basically I already have a phone but the camera is not functional. I want a phone under 15k which is best for its camera and low light 4k video shooting.

The current options i have is nothing cmf phone 1.

Edit: Honestly i just want a only camera specific device which does not matter if it offers and extra features or not. But the camera should be the only thing that matters.

Considered buying a digital camera but there are no options in that price range which work decent in low light
