Why does eobard thawne still have speed?

In season 6 the speedforce is dying and as you might know, eobard’s speedforce leeches off Barry’s speedforce, but there is no more speedforce to leech off of, so I’m wondering how does he still have speed. (Sorry if there is bad English)
