Best systems to PVP pirate?

Hey guys, I just got into the game about a month and a half ago and recently outfitted my new clipper for PVE pirating. I'm almost done with the mats grind for my engineering mods and I wanted to know which systems tend to be the best for finding players with decent hauls. I'm on PS4...not sure how much different the traffic is across platforms.
