How would you rate Detroit concert crowds?

Saw the Cold War Kids last night at The Majestic. The crowd talked non-stop over the opener and headliner. The amount of vape smoke was unbelievable. What happened that allowed vaping in a dense crowd of people to been seen as okay? I saw a dude take 30 rips off his vape then the plumes floated everywhere.
