Do blown windows cause condensation? Should I replace?

A few of my windows are blown. With the cold weather we have been getting more condensation inside.

The frames are aluminium and can be very cold to the touch and also have condensation.

Is the condensation caused by the blown windows and the cold frames? Should I replace these windows with modern pvc or just get the glass replaced?

I have extractor fans in the bathroom, kitchen, rarely use radiators to dry clothes etc.
