Why dont 3x/GC crip gangs like the 43,87,97 and 102BLGC just completely turn NHood?

First off I know BLGC’s are already rollin 100s but why do some of these gangs still claim gangsters or 3x when they’ve became rivals of most movin gangs and formed strong alliances within the NHC/2x card?
