I should know this after 7 years state service

Are you allowed to negotiate max pay when you are offered a promotional position? I’m currently an ITS I and recently interviewed for an ITS II. My references have all been called so I’m hoping to hear back soon but was curious if this is actually a thing. I’ve recently been hit with some big medical complications that will cost me a lot and every extra cent will help.
