Painting Toy Chest, lid has a defect occurring on the end. What are these bumps?

The chest is painted and looks fine, but after a first coat and sanding, my lid is developing bumps on the ends. Unsure what these are.

I am using a synthetic brush and leftover red paint from a previous project and did not run into this
