LOA denied, -50 hours UPT.

Tok a medical LOA over a month ago and just got an email 2 days ago saying it was denied. I appealed it and have spoke with my site HR but it doesn't seem to be any good news. I don't have a primary care doctor and was unable to get the documents they needed at the time. Anyone ever had to go through this? Am I completely screwed?
