Newly-Installed Gigabyte Radeon Rx 7600 does not output picture.

PSU: 620W SeaSonic M12-II EVO 80 plus bronze

Case: not really sure

Operating System & Version: Windows 11 24h2, AntiX Linux 23.2, and Linux From Scratch 12.2 w/ AMDGPU

GPU Drivers: Radeon Software Adrenaline Edition on Windows (installed for an RX 580, see description), AMDGPU with all firmware blobs installed for other OSes.

Chipset Drivers: Can provide if truly needed, but currently unable to provide (see description)

Description of Original Problem: Upon replacing my old Rx 580 with a new Rx 7600, I get no picture output to my monitor. The LED near the power cable briefly flashes white during power on but does not stay, suggesting the power cable is properly inserted. When the power cable is disconnected, the white LED stays on, suggesting it's properly seated in the motherboard.

Troubleshooting: I've tried using both PCIe slots, updating the BIOS, trying to plug into a different monitor, trying to plug into a TV, returning the card to get a new one, and reseating the GPU, all to no avail. My Razer keyboard changes to the custom color scheme after a bit, suggesting windows is properly booting. Reinstalling the old GPU causes the system to work as expected. ive considered installing both GPUs at once just so that I can get some form of picture output, but even if my PSU could handle that, both GPUs cover the bottom PCIe slot when plugged into the top one. Some people online have said that resetting the CMOS helps, but im not sure how that would help in my situation, so im yet to try it.
